The Emergency Medical Service Council is the area-wide planning and coordinating agency for emergency medical services and provides continuous evaluation of emergency medical services for this area.

The Council is responsible for coordinating existing services into a comprehensive system, including:

  • defining geographic regions to be serviced, including cooperative arrangements with other providers and backup services

  • having an adequate number of trained personnel for staffing of ambulances, communications facilities and hospital emergency rooms

  • a communications system that includes a central dispatch center, two-way radio communication between the ambulance and the receiving hospital and a universal emergency telephone number

  • a public education program that stresses the need for adequate training in basic lifesaving techniques and cardiopulmonary resuscitation.
